ADB Investment Targets Cambodia's Food Processing Sector

Thursday, October 1st, 2026

A $600,000 investment from the Asian Development Bank (ADB) is set to support production, procurement and export expansion at two Cambodian food and agribusiness companies.

According to Cambodian media, the funding, provided through ADB Frontier, will go to food processing company Two Parrots Enterprise and dairy producer Khmer Milky Food. Both companies are women-led and source most of their raw materials domestically, processing them locally.

Two Parrots, a rice flour producer that has also introduced rice-based instant noodles, will use its investment to support bulk procurement of rice and pepper during harvest periods. The company is also targeting expansion into export markets in Australia and New Zealand.

Khmer Milky Food, meanwhile, will use its funding to purchase equipment and packaging machinery, with the aim of increasing production capacity and quality control. The company produces cheese and yoghurt from locally sourced milk and markets preservative-free alternatives to imported products.

The investment highlights several areas relevant to food manufacturers across ASEAN, particularly smaller processors seeking to move from local production towards larger-scale commercial operations.

Access to financing for machinery and packaging can help manufacturers improve throughput, consistency and quality control, while stronger procurement systems can reduce exposure to seasonal raw material shortages.

The emphasis on domestic sourcing also illustrates how food processors can strengthen local value chains by connecting agricultural producers with processing and manufacturing operations.

As Cambodian manufacturers seek export opportunities, investment in production capacity will increasingly need to be matched by requirements for food safety, packaging, traceability and quality assurance.
